Renewables, such as wind, are too geographically specific or difficult to convert to be economically viable, and all suffer from problems of intermittency. Current challenges necessitates realignment of existing transmission grid.

The growing penetration of intermittent renewable resources is leading to concerns regarding the security of supply and generation adequacy in the European Union. It has become clear that despite current overcapacity in the EU as a whole, there are widespread concerns that insufficient generation capacity will remain in the market or be available in the future to ensure adequate security of supply.

Capacity Mechanisms were designed by number of European countries in order to ensure that electricity supply can match demand and potential black-outs are prevented. It becomes important to ensure that Member States are able to adjust their Capacity Mechanisms according to the state aid guidelines and guarantee that Capacity Mechanisms are here to stay.
